EU customs in advance manifest rule (ENS) to ensure that any imported goods entering the European Union (EU) before the need for security risk assessment. This rule will be implemented in January 1, 2011, and applies to all 27 EU Member States.
Entry summary declaration (ENS)
This rule is mainly for the transport of goods by sea carriers before entering the European Union, 24 hours before the arrival of the goods declaration form, that is, the entry into the customs declaration, or ENS.
According to this rule, the shipper shall be in the port of shipment for export container yard intercepted before at least 48 hours to carriers submit complete and accurate shipping instruction (SI). Shipping instructions must contain all the data required to submit ENS (see the following list of elements), then, the carrier is responsible for the EU customs submitted to the EU customs ENS.
A sample of the bill of lading must include the necessary elements of the ENS:
Consignor (complete information, including company name, contact information, zip code, city, country etc.. For EORI number, please provide;
- accept "Order To"". If it isn't a "to order" bill of lading, provide a complete consignee information, including company name, contact information, zip code, city, country, etc.. For EORI number, please provide;
Notice (consignee as "to order", must provide complete information, including company name, contact information, zip code, city, country, etc.; eori number, please provide);
Container number and title;
- accurate and clear description of the goods;
- packing quantity and type code;
- six bit HS code (which must be one one);
- UN code for dangerous goods (if it is dangerous);
- shipping fee payment mode code (for example, cash, credit cards; only available at the time of application)
If you fail to comply with this rule, may cause the most serious stop loading and unloading of goods, and the freight and supply chain disruptions. In addition, the customs authorities will be responsible for the submission of the goods to the carrier and the other party to impose fines or other penalties.
Information that has been learned:
One, the upcoming ENS will be similar to the AMS of the United States, the most direct embodiment is: the bill of lading (SI) of the deadline and the current will be significantly ahead of time.
